Basically, right after the start of the civil war, some states were still choosing sides. Virginia had a history of the eastern side (what is now Virginia) overpowering/overruling the sparely populated, mountainous western side (West Virginia). There is debate whether the presence of Union troops in West Virginia helped prompt the move, but the 2 areas divided into seperate states in 1861.
